The speed at which permits can be issued during turnarounds can have a large effect upon overall performance, with any delays in issuing impacting upon the time taken to get the job done. RAP4’s upfront planning capability, its flexible rules and scanning features greatly enhance this process, giving potential for considerable savings, with one large (1-million-man hours) Turnaround being reduced by 3 days.

The reduction in hold-ups is complemented by the smooth alignment of work processes, with the Contractors, Planners and Operations personnel all working together in complete understanding.

System | Features

The RAP Turnaround Module enables additional functionality in the RAP4 system allowing the user to:

  • Increase the number of permits licensed by 25% and further turnaround permits can also be purchased if required
  • The creation of an equivalent turnaround area allows the user to switch plant areas into TAR mode at which point they follow the alternate administration rules and are watermarked and highlighted as being in turnaround status to enable clear tracking and auditing
  • Alternate administration for TAR allows the ‘relaxation’ of some of the constraints normally in place for permit issue, including common gas-free areas and battery-limit isolations within the Turnaround area
  • Enables additional scanning functionality
  • Enables alternative turnaround workflows
  • User sign on by e.g. RFID or PIN
  • New Reports added to provide data based on in the TAR locations:
    • Total permits returned
    • Open permits waiting for re-issue
    • Permit completed
  • All non-conformities logged and reported

Scanning

As well as the use of bar and QR codes turnaround scanning also allows the utilisation of RFID cards in remote locations with dedicated terminals, giving enhanced control, easier visibility of jobs and improved awareness. By utilising RFID cards, QR or barcoding users can:

  • Issue a permit
  • Accept a permit
  • Confirm acceptance to complete the work
  • Confirm completion of the work

Due to ever increasing demands from the site as a whole and pressure to complete more and more forms, get more and more signatures leaving less and less time to actually look at jobs, the refinery chose RAP to resolve these issues and to instill efficiency on-site. With RAP’s flexibility and configurability we have added to the system since 2006 to help with more processes on-site such as Turnarounds. These additions enabled very fast permit handling, improved contractor discipline and greatly improved awareness throughout the site and very successful turnarounds.

Digital Permit to Work is your front-line method of keeping people safe. Providing risk identification, mitigation, and communication key components of safe Control of Work.

Reporting

Reporting in RAP4 allows the user to create and run reports using current and historical data derived from all Job, Task, Isolation and Personnel activity in RAP. For example, a report could be created showing all permits completed in an area over a given time period.

GIS

RAP4 can be configured to use plot plans/maps hosted by WMS (Web Map Service) servers. Most major GIS providers support WMS. WMS maps can have multiple layers which can be turned on/off by the end user, and different information can be displayed at different zoom levels.
